It is the task of the contractor to obtain building permits. A reputable contractor would be able to provide you with information on how long it takes to get a building permit and when you should be expecting them to begin construction.
Once the construction is underway, you and the contractor should have constant communication to guarantee that everything is going as planned. If they go above your expectations that would be an added bonus!
